AMS Baeshen & Co. - Jeddah, Saudi Arabia - Recruitment Manager

Job Description

Role Purpose:
To manage all recruiting activities of the company in order to ensure the superiority of the company’s workforce in accordance with the company objectives, strategies and plans.

Key Accountabilities & Key Activities:



1. Policies & Procedures Development
- Participate in the development of the Human Resources policies, processes and procedures along with the Head of IT & CS in order to provide a consistent and disciplined approach to implementation of recruitment plans.

2. Budgeting Input
- Participate in preparing the annual budget for the IT & CS division by preparing the Recruitment department budgets.

3. Workforce Planning
- Manage workforce planning in coordination with other Divisions/Departments with an aim to meet business needs in line with the workforce strategies and plans.
- Forecast workforce needs and develop an annual recruitment plan to support both, current and planned hiring activities, ensuring adherence to AMSB’s staffing objectives.
- Design and implement internal staff movement and redeployment system and manage internal sourcing and relocation of talent to fill in vacant positions.
- Communicate with all AMSB organizational units to assess workforce needs against business activities.

4. Recruitment Management
- Ensure all Pre Recruiting procedures are completed according to the Recruitment Policies & Procedures.
- Review and finalize annual manpower and recruitment plans in line with Beshen’s business strategies and direction.
- Screen and shortlist CV’s through Databases, Web Portals or Head Hunters in order to have a recommended batch to be sent to line managers for review.
- Conduct interview with recommended candidates based on Line Management suggestions.
- Continue with the recruitment process after agreeing on the candidate from concerned line manager and HR in order to join the business.
- Communicate and handle agreements with Web Portals and recruitment agencies in order to have a good source for CVs when needed.
- Coordinate with HR manager for recruitment announcements, events, and HRDF needs.
- Develop partnership with academic institutions to participate in career fairs, have a constant pool of talented fresh candidates and to communicate AMSB’s talent needs.
- Lead all HRDF activities for the Company.
- Lead the Saudization effort in the Company.
- Oversee the development of orientation programs to facilitate a quick and efficient integration of new recruits in AMSB.

5. People Management
- Generate commitment, motivation and enthusiasm for the Human Resources Department and AMSB as a whole.
- Provide clear direction, prioritize tasks, assign and delegate responsibility and monitor the workflow of the Human Resources Department.
- Plan, manage and review individual performance and provide regular feedback, development opportunities and coaching, taking prompt action where necessary.
- Provide opportunities for the Human Resources Department members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives.
- Ensure the Human Resources Department complies with AMSB’s policies, processes, practices and systems, and maintain AMSB’s high standard of work ethic.
- Maintain and enforce Saudization quotas for the specified division / department as assigned by the HR department.

Necessary Knowledge and Experience
• 6 to 8 years of experience in Human Resources Management, with at least 3 years of experience in a managerial position
• Knowledge of HR systems and processes
• Knowledge in the Saudi labor law and other governmental regulations

Education and Certification Requirements
• Bachelor Degree in Business Administration or related field.
• Certification from a relevant HR Association is preferred.
