The PM of Major Projects has the authority to make decisions that impacts costs and schedule of the project or performance of a functional department within Major Project’s organization. The PM assists GM of Major Projects in all aspects of policy, budget, funding, performance, progress, execution, organization, staffing, training, and management of the department. In addition PM of Major Projects will be responsible to ensure that Project’s that are sponsored by him are implemented in full compliance with the agreements and satisfaction of the internal client organizations. PM of Major Projects will take the lead in coordinating the major aspects of each project with the internal client and senior executives of contractor’s organization.
Projects Risk Assessments, Planning and Problem-solving tasks:
1. The PM of Major Projects is responsible for leading the process of project risk assessment and evaluations for each of the projects under his purview, and issuance and approval of the risk assessment report.
2. Ensuring that the project plan of execution takes into considerations the results of the risk assessment and the conclusions of the plan are presented to the Project stake holders.
3. Ensuring that the projects scheduled completion dates are agreed with the project Owners and all steps are taken to meet these dates. He is required to support the PM’s reporting to him to manage the constraints such as time, cost and agreed quality standards on each project.
4. PM Major Projects needs to review and approve all project plans, major contracts and purchase orders, and other project documents.
5. The PM Major Projects must continuously support the PMs under his purview in monitoring the progress and performance in terms of the status of the quality plan and the budget and report back to the board, senior management, the client, or the funding organisation via progress reporting and by organising and managing status meetings and board meetings.
Team management tasks
1. The PM of Major Projects will assist the PMs under his purview with obtaining and assignment of qualified project resource.
2. When necessary PM of Major Projects may invite out side consultants or auditors to review the results of a project and provide advice, or recommendations to improve the overall performance of the projects under his purview.
4. The PM of Major Projects will need to exercise good judgement in selection and assignments of the various projects to Project Managers. If necessary he may decide to break a project down to smaller scopes and assign it to more than one PM.
5. The PM of Major Projects should be familiar with modern management tools, team building and facilitations, understanding of various methods used for scheduling, resourcing, risk assessments, understanding of financial models and results, and when necessary attend courses and conferences to keep himself up to date on the critical areas of organizational and Project Management skills.
6. PM of Major Projects should be very experienced in providing his team with direction and vision, including motivating people to perform.
7. The PM of Major Projects must review and approve the end of the project reports.
8. The PM of Major Projects must ensure a consistent approach is utilized by the Project Managers and high ethical standard is maintained throughout the department.
Technical and quality tasks
1. Without necessarily being an expert, the PM of Major Projects should make an effort to understand the technology being used on each one of his projects.
2. The PM of Major Projects must have an understanding of relevant methodologies, processes and standards and ensures that all project team members understand and follow these also.
3. The PM of Major Projects is responsible for the establishment of quality vision on his projects and ensuring the commitment of the assigned PMs to the same.
